13th EUROPEAN FORUM ON INCLUSIVE EMPLOYMENT AND ENTREPRENEURSHIP
WHAT IS THE
EUROPEAN EVENT?
The European Forum on Inclusive Employment and Entrepreneurship, organized by the European Network of Innovation for Inclusion and led by Action Against Hunger, is an annual meeting that brings together national and European experts in social innovation, inclusive employment, and entrepreneurship.
This 13th edition, themed “The path of social innovation towards systemic change,” will take place in Madrid on 26 November at the Action Against Hunger Auditorium and will also be broadcast live on European Network’s YouTube Channel, making it accessible to participants and organizations across Europe.
Coming at a crucial moment for the future of social innovation in Europe. As we approach the end of the 2021–2027 programming period of the European Social Fund Plus (ESF+), the Forum becomes a strategic space to analyze the latest developments, identify the most effective initiatives, and strengthen evidence-based approaches to impact. Its ultimate goal is to drive large-scale transformation, reinforce social cohesion, and inspire more inclusive and resilient public policies across Europe.
This year’s event will explore how to connect evidence with policymaking, combining theoretical reflection with real and measurable experiences. It will also highlight social innovation projects that—through collaboration among institutions, companies, and social entities—have transformed communities and generated inclusive employment and entrepreneurship opportunities throughout Europe.

09:30 am Social innovation towards systemic change in Europe
As the ESF+ 2021–2027 period comes to a close, this session will explore how to scale successful social innovations and embed them in policy design. We will discuss the role of municipalities, the integration of green and digital transitions, and the renewal of our collective commitment to social innovation as a tool for social cohesion.
10:30 am The goal of systemic change, close or still far?
Transforming pilot projects into long-term systemic change remains one of Europe’s key challenges. Through case studies and debates, this panel will explore barriers and enablers for scaling innovation, from better use of impact evidence to modernizing institutional frameworks. The focus will be on how ESF+ projects can move closer to systemic, sustainable impact.

12:00 pm Social innovations paving the way to systemic change
Real stories inspire real transformation. This session will showcase successful European projects that have grown, influenced policymaking, and demonstrated that systemic change is possible. Participants will learn how evidence, collaboration, and cross-sector partnerships can redefine inclusion at both local and European levels.

Since 2012, Action Against Hunger has organized the European Forum as a key platform to promote social inclusion through employment and entrepreneurship. Over the years, it has connected hundreds of organizations, policymakers, and innovators across Europe, supporting young people, women, migrants, and long-term unemployed individuals.
Each edition strengthens collaboration, fosters shared learning, and contributes to building a more inclusive and resilient European labor ecosystem.

EUROPEAN NETWORK OF INNOVATION FOR INCLUSION
Since 2016, Action Against Hunger has been leading the European Network of Innovation for Inclusion to promote social innovation among key stakeholders and foster a more inclusive European labour market.
The Network is co-financed by the European Social Fund (ESF) in Spain under the Operational Programme for Social Inclusion and Social Economy 2020–2023, as a transnational cooperation project.
Launched by Action Against Hunger, the Network creates a collaborative space that brings together organizations of diverse backgrounds, facilitating knowledge exchange, joint project development, and the scaling-up of social innovations.
It reflects our organization’s strong commitment to innovation, cooperation, and systemic transformation — supporting the journey from local experimentation to European-level policy influence.
